摘　　要：本文基于电力系统调频方式,阐述了一次调频和二次调频关系的三种策略,并以贵州构皮滩水电厂为例,证实一次调频和二次调频叠加策略的可行性和实际效果,并指出叠加策略和闭锁策略的适用范围。Basing on frequency regulation in electric power system, this paper expatiate on three strategies about the relation between primary frequency regulation and second- ary frequency regulation. Then the strategy of GouPiTan hydrostation is presented as an example, and the results illustrate that stacking strategy is feasible. Finally, scope of application of stacking strategy and closedown strategy is indicated.
