摘  要:提升国家文化软实力是赢得新形势下国际竞争的重要战略任务。文化软实力的提升有赖于卓有成效的对外宣传。文化构成了对外宣传的内容和背景,对外宣传又体现和张扬着文化。文化软实力在对外宣传中发挥效力,扩大影响,对外宣传也因文化软实力而丰富和生动。必须充分认识二者的关系,准确把握文化软实力视域中对外宣传面临的问题和挑战,在文明对话与交流中,形成对外宣传新格局,消除文化差异带来的误解,提升文化国际影响力。To enhance national culture as part of soft power is the important strategic task to win the international competition under the new situation, which depends on effective international publicity. Culture constitutes the content and background of global publicity, and international publicity embodies the culture. Culture as part of soft power displays the potency and expands its influence in worldwide publicity, and world publicity is also due to culture as part of soft power to be rich and vivid. We must fully understand the two relations, accurately grasp the problems and challenges facing international publicity in the domain of culture as part of soft power, and form a new pattern of global publicity in the civilized dialogue and exchanges, so as to eliminate misunderstandings caused by cultural differences and enhance the international influence of culture.
