中国“三农”抽样框编制方法探索——基于双重抽样框视角

摘　　要：目前,"三农"问题是中国政府亟待解决的难题之一,涉及"三农"问题的抽样调查开始逐渐增多。然而,现阶段中国政府统计部门抽取样本一般所依据的抽样框大多是基于普查和行政记录资料编制的单一名录抽样框,"三农"抽样调查也不例外。仅依据单一名录抽样框进行抽样存在很多弊端。文章在系统整理中国"三农"抽样框编制方法演进和现存问题的基础上,基于双重抽样框的视角,提出编制"三农"抽样框的新思路。具体的编制步骤为:首先,明确抽样框的编制范围;然后,构建名录框与区域框相结合的双重简单抽样框;最后,根据各类调查的需要在简单抽样框的基础上添加相应的特征群,得到包含辅助信息的复杂抽样框。依据这一编制方法可以构建覆盖更完整的抽样框体系,以便"三农"抽样调查的结果更具有代表性。At present,the issues of ＂Agriculture,Countryside and Farmers＂ are the urgent ones,and the survey sampling involving ＂Agriculture,Countryside and Farmers＂ has been increasing.However,at this stage,the sampling frames of Chinese government statistical agencies are generally compiled on census and administrative records.So does ＂Agriculture,Countryside and Farmers＂ sampling frame.There are many drawbacks for only using list frame.The paper looks at the compilation method＇s evolution and puts forward existing problems for China＇s ＂Agriculture,Countryside and Farmers＂ sampling frame.Then this paper proposes a new idea for the ＂Agriculture,Countryside and Farmers＂ sampling frame＇s compilation based on dual sampling frame perspective.The compilation of specific steps conducts as following： First,defining the scope of the compiled sampling frame;then,establishing dual simple sampling frame combined the list frame with area frame;finally,adding the appropriate features group based on the needs of various types of investigations,and Obtaining the complex sampling frame that contains the auxiliary information.Based on this method,we can build a complete sampling frame system of the ＂Agriculture,Countryside and Farmers＂ sampling survey.
