摘　　要：2009年9月,作者主持的吉林省科技厅软科学项目组提出的"农民以直补资金担保贷款"的政策建议被财政部、吉林省政府采纳。本文阐述了提出这一建议的基本思路,介绍了政策建议从试点到全省推广的基本情况,并论述了财政在进一步参与农村金融创新方面的广阔前景。＂Farmer direct subsidy funds secured loans＂policy recommendations were adopted by the Jilin provincial government and the Ministry of finance in September 2009,which was put forward by author presided over Jilin Province Department of science and technology soft science team.This article explained the basic ideas of putting forward this proposal,introduced the basic situation from policy recommendations to promoting it from trials to the whole province,and discussed the broad prospects for further participation in rural financial innovation.
