基于政策视角的天然林保护工程实施效果评价指标体系研究

摘　　要：1998年至2010年,我国的一期天然林保护工程已经完成。政府决定实施二期天然林保护工程。本文以中国现行的主要林业政策为基础,从营林政策、木材采伐与运输政策、木材加工与利用政策三个方面,构建对天然林保护工程实施效果的评价指标体系,为二期天保工程的实施提供理论支撑和建议。From 1998 to 2010,the first phase of natural forest protection project in China has been completed.The Chinese government decided to continue the second phase of natural forest protection project.This article tries to base on the main content of Chinese existing forest policy,try to through the three aspects of forestry policy： the forest policy,timber harvesting and transport policy,wood processing and utilization policy,to build on the index of evaluating for the implementation effects of natural forest protection project influence on Chinese existing？forestry policy,determine the degree of the implementation effects of natural forest protection project influence on Chinese existing？forestry policy,in order to provide the theoretical support and suggestions for the second phase of natural forest protection project.
