摘　　要：土地流转问题是实现城乡一体化的前提和基础。本文分析了近几年山东省在土地承包经营权流转方面取得的成效及存在的问题,提出了加强政府引导、提高农民积极性、健全农村土地承包经营权流转管理机制和流转服务体系等对策建议。Land transfer was the prerequisite and foundation to achieve the urban-rural integration.In this paper,the achievements of Shandong Province in rural land contracting right circulation in recent years and the present problems were analyzed,then some countermeasures of strengthening the government guidance,improving the enthusiasm of the farmers and bettering the management mechanism and service system for rural land contracting right circulation were put forward.
