摘 要:防洪标准与城市的政治、社会、经济与环境等多种因素有关,这些因素均具有一定程度的“不确定性”(或称“模糊性”).本文以南方某大城市为例,介绍用模糊多因素、多层次综合评价法优选城市防洪标准的方法.先建立多目标多因素评价体系,再确定各指标的隶属函数与隶属度,用层次分析法确定各指标及效果的权重,最后定出城市防洪标准的决策向量.结果表明。The flood control standard is related with many factors,such as politics,society,economy,environment,etc.Owing to the uncertainty and fuzziness of these factors in some degree.The fuzzy multi factor and multi level comprehensive evaluation method used in selecting the urban flood control standard is introduced by taking a big city in South China for an example.The multi factor and multi objective evaluation system is established,the subordinate functions and levels for individual indexes are determined,the ratio of individual indexes and effects are developed,then the decisive vectors for the urban flood control standard are optimized.The study results show that the flood control standard for the city metioned in this paper is enhanced to prevent a flood with the return period of 300 years.
