摘　　要：创新行政管理体制,实质上体现为一种制度安排和设计。本文以实现区域政府合作为着眼点和切入点,围绕主体、机制、模式、规范等行政管理体制基本构成要素,在深入解读区域政府合作内涵的基础上,提出了创新武陵民族地区行政管理体制的初步构想。Innovating the administrative system is essentially embodied in a system set-up and design.This paper proposed an initial concept on how to innovate the administrative systems in Wuling areas for nationalities by focusing on regional government cooperation,by evolving around such basic elements of administrative system as the subjects,mechanism,modes and standards,and by reading the connotations of regional government cooperation.
