摘　　要：没有中国沿海农业的变革,沿海经济发展战略就不能实施。在农业不断萎缩的情况下,采取以工养农的政策是非常不明智的,结果是工农俱伤。应改变把农业仅仅看做直接生产粮食部门的传统农业观,真正把农业作为最经济地获得粮食,为经济发展提供“剩余”并支持其发展的产业。沿海的粮食问题应到国内外市场上去解决。这种转变不仅是必要的,也是可能的。The realization of China's overall program for her coastal economic expansion is unimaginable in the absence of reforms of her coastal agriculture While there is a shrinking agriculture, the policy of supporting agriculture by industry is unwise as it will undermine both sectors of the economyThe tradition identifying agriculutre as the direct supplier of food should give place to the new idea that agriculture should serve as an industry producing food at the lowest cost,providing surplus for economic growth and supporting economic expansion The solution of the problem of food supply in the coastal regions should be found in not only the home market but also foreign markets Such a transition is both necessary and possible.
