摘　　要：随着社会的高速发展,城市违法建设呈现出隐蔽性强、发现后不易拆除的特点,迫切需要新手段和新措施。近景摄影测量技术的发展为规划执法实时监控提供了有力支撑。本系统是G IS、视频监控、近景摄影测量等技术在规划执法领域的应用。系统是利用G IS技术整合基础地理信息、审批数据等信息,利用视频监控技术和网络传输技术搭建的实时监控平台。实现规划执法的手段先进、管理科学、实时监控、违法预警。实践证明,新技术和新成果的应用创新了规划执法工作方式,提高了执法效率。With the rapid development of the city,urban illegal construction presented high performance of concealment,after the found,it is not easy to be demolished.It is urgently need of new method and the new measure.The development of the close-range photogrammetry has provided the powerful support for planning implementation real-time monitoring work.The system is GIS,video surveillance,close range photogrammetry and other technology in the planning implementation innovative application,this system is the use of GIS technology integration fundamental geographic information,planning information and other information,use of video surveillance technology and network transmission technology built real-time monitoring platform.It realized the planning implementation method to be advanced,management science,real-time monitoring,illegal early warning.The practice proved that new technical and the new achievement＇s application has innovated the planning implementation working,raised the law implementation efficiency.
