湖南企业知识产权加快发展的基础条件、问题与对策分析

摘　　要：转变经济发展方式,关键是要在"加快"上下功夫。当前湖南企业的创新环境和条件不断改善,高新技术产业快速成长、产业集聚度逐步提高,企业知识产权科技队伍不断壮大、科研投入稳步增长、科技创新活动日益活跃、产出水平不断提升,湖南企业知识产权加快发展已具备一定的基础条件,但在企业自身、政府管理以及中介市场等层面还存在一些制约因素。企业应建立知识产权管理工作规范,制定适合自身发展的知识产权发展战略;政府应构建知识产权扶持机制与服务体系,倡导规范化执法环境;进一步规范中介市场行为,发展知识产权服务业以推进湖南企业知识产权加快发展。It is urgent to strengthen the transformation of economic development mode.At present the creative conditions of Hunan enterprises have improved a lot,high technology industry grows rapidly and there is a steady increase of industry concentration.A larger number of creative scholars are engaged in the scientific research of intellectual property right with promoted output.Despite the necessary basic conditions for Hunan enterprises to strengthen the development of intellectual property right,there are some restraints in the enterprises,government management and intermediary market.Enterprises should establish regulations of intellectual property management and set up development strategy suitable for intellectual property;government should construct relative supporting mechanism and service system and propose regulative enforcement environment;intermediary market should be further regulated to develop intellectual property service industry.
