摘　　要：产业集群在经济发展中正扮演着越来越重要的角色。我国各地区的产业集群在蓬勃发展的同时,也暴露出了创新动力和创新能力不足的问题。其中一个重要原因是产业集群内的创新存在较高的外溢效应,而这可能导致集群内创新企业的创新投入无法收回,从而导致集群内企业缺乏创新的积极性。采用案例研究的方法,通过分析桐庐制笔产业集群的创新机制,指出集群内在良好的创新条件与外部运行有效的制度保障将是集群创新能力和创新动力持续提升的两大基石。实践中,企业专业化于自己擅长的领域进行研发,提高创新的效率;政府要出台相关政策保护集群内部企业创新的成果,提高企业创新的积极性;行业协会也要对集群内的企业进行引导,监督企业依靠自主创新实现自身的发展。Industrial cluster is playing an increasingly important role in the economic development.The regional industrial clusters in China are developing very fast but at the same time they have the problems of lacking the innovation ability and motive.One of the important reasons is that there is a high level of innovation spillover effects in the cluster,which could result in unrecoverable RD costs.This paper uses the case of Tonglu pen-making industrial cluster to analyze the cluster innovative mechanisms.The research points out that the good internal conditions for innovation and effective external system guarantee are the cornerstone of enhancing the innovation power of cluster.In practice,enterprises should specialize in their own areas of expertise to carry out research and development,improving the efficiency of innovation;the government should make policies to protect enterprises＇ innovation of cluster and improve their innovation enthusiasm;industry associations also should supervise enterprises in such a manner as to ensure they seek development through independent innovation.
