摘　　要：文章探讨了网络教学资源管理的发展背景和国内外的研究现状,研究了SCORM规范的内容集合模型、运行环境,以及B/S模式与三层体系结构相结合的相关开发技术,对该系统的需求和实现进行了分析和描述,并利用J2EE技术,结合Struts框架开发了一个基于SCORM规范的网络教学资源管理系统,并详细阐述了系统数据表设计以及设计过程中关键技术的应用。This paper introduces the advances in e-learning resource management researching and studies the SCORM standards including its content model,running time environment,B/S model and the three-level architecture,we propose a designing of e-learning resources management system,analyses the basic requirement of the system,and introduce the implementation methods.The system uses J2EE techniques combining Struts framework.This paper also introduces the key techniques used in the system development.
