构建社会救助体系 促进和谐社会建设——“关注民生”理念的国际视角解读与借鉴

摘　　要：坚持"以人为本"为准则,健全社会福利保障体系,切实保障各个阶层,尤其是社会弱势群体的基本权益,以维护社会安定,是我国完成"十二五"规划提出的各项任务的基本目标。得到了国际社会普遍认可的新加坡社会保障体系建设经验对我国有积极的借鉴意义。通过对新加坡社会救助机制的解读,在对比新加坡相关做法的基础上,提出了构建我国社会救助体系的若干思考。It was the fundamental goals of the 12th five-year plan to adhere to the principle of people oriented,improve the social security system,and effectively protect the rights of vulnerable groups to maintain social stability.Singapore's construction of the social security system which is acceptable universally by the international community is a good example for us to learn.Through interpreting Singapore's social relief mechanism,based on comparing Singapore's related experience,the paper put forward some thinking on constructing the social relief system in our country.
