摘　　要：通过对辽宁沿海经济带海洋环境形势的研究,分析了辽宁沿海经济带海洋环境执法的困境。提出了制定海洋执法法规、规章,加强海上执法能力建设,建立信息反馈体系,加强后勤保障体系等改善辽宁沿海经济带环境执法困境的对策。The paper analyzes the difficulties in the process of administrative execution to the marine environment protection in the coastal economic zone of Liaoning Province.Based on the study on the reality of marine environmental protection,the article sets forth suggestions to improve the measures of protecting the marine environment,which includes the development of marine law enforcement rules and regulations,strengthening capacity of maritime administrative execution and building information feedback system and security system.
