摘　　要：对垃圾焚烧发电BOT项目风险进行全面系统的分析，识别出垃圾焚烧发电BOT项目的12个关键风险，分析了特许经营期限内政府和项目公司各自承担的风险变化，并根据风险管理原则，对政府、项目公司和双方共同承担的风险进行了分类，提出了关键风险的分担及防范策略，从而为项目参与主体，尤其是地方政府提供一个科学的风险管理框架。This paper conducts a systematic and comprehensive risk analysis of WTE plants in BOT form.The paper analyzed the changing risks for both the government and the project companies throughout concession period, identified 12 major risks, and categorized them according to risk management principle. At last, the paper proposes risks allocation and management strategies, providing the stakeholders, especially local government, a framework of risk management for BOT projects.
