摘 要:为恢复红水河全线通航,系统分析了影响红水河航运发展的几个问题,包括红水河的梯级水位衔接、闸坝碍航、过船设施尺度、枢纽下泄非恒定流对下游影响等,提出了"先通后畅、优化调度、联合管理、水陆兼用、总体提高、依法保航"的对策思路,并提出加强对龙滩升船机建设的协调、改建岩滩升船机、改建大化船闸上游中间渠道、优化水库调度、均衡下泄流量等具体建议。In order to recover the navigation along the whole water line of the Hongshui River,several problems affecting the navigation development in the Hongshui River were fully analyzed in this paper,including water level convergence of the hydropower stations in the Hongshui River,navigation obstruction by lock and dam,dimensions of ship facility and the influence of unsteady flow discharged from the hydropower station on the downstream area.Then the measures and advises such as optimal scheduling,association management,combined transportation of water and land,general improvement and navigation protection by law were proposed,and the specific measures such as strengthening the coordination of Longtan ship lift construction,reconstructing the Yantan ship lift,rebuilding the middle channel of the Dahua lock,optimizing the reservoir regulation and balancing the discharge from the dams were also provided.
