摘　　要：在分析ＳＴＣＷ７８／９５公约的基础上，对新的ＳＴＣＷ公约下如何保证船员的适任能力进行了深入剖析，并结合有关规定。This paper states the ways and the actions of ensuring the competence of seafeares under the STCW 78/95 Convention and the actions of performance in China by analyzing the regulations and some papers on the subject.
