摘 要:目的分析上海市2009—2010年生活饮用水突发污染事件发生情况,为提高生活饮用水卫生监督水平提供对策。方法利用上海市生活饮用水卫生监督预警控制平台收集2009—2010年上海市生活饮用水突发污染事件,并对事件进行统计分析。结果 2009—2010年上海市卫生监督机构共参与调查分布于7个区县的13起生活饮用水突发污染事件,以污染原因分,包括水源水受污染(5起)、自来水管网与其他用途管网相接(4起)、二次供水设施污染(3起)、城市建设对供水管网损坏(1起)。以污染环节分,包括水源污染(5起)、管网污染(5起)、二次供水系统污染(3起)。结论上海市饮用水突发污染事件发生原因是多方面的,建议利用上海市生活饮用水卫生监督预警控制平台加强预警;排除污染隐患,从源头预防污染事件;加强监管,规范各类供水单位行为;加强执法人员培训,提升污染事件处置能力。Objective To analyze drinking water contamination incidents in Shanghai in 2009-2010, and to provide countermeasures for drinking water health inspection proficiency improvement. Methods Shanghai drinking water health inspection and warning control platform was used to collect drinking water contamination incidents in Shanghai in 2009-2010, and make analysis was performed based on the platform. Results There were 13 drinking water contamination cases in 7 districts in 2009-2010. According to contamination reasons, the cases can be divided into resource contamination (5 cases), connection of water supply network with other network (4 cases), secondary water supply facilities contamination(3 cases), damage to water supply network by city construction (1 case). According to contamination links, the cases can he divided into resource contamination(5 cases), network contamination(5 cases) and secondary water supply system contamination(3 cases). Conclusion Multiple reasons caused drinking water contamination incidents in Shanghai. It is suggested that Shanghai drinking water health inspection and warning control platform should be used in incidents warning, contamination risks should be eliminated to prevent drinking water contamination incidents, inspection should be strengthened to regulate the behavior of water supply units, and training to law enforcement people should be further strengthened to improve contamination incidents treatment capability.
