摘  要:结合中国发电机组大多为燃煤机组以及电力调度中心无法直接获得机组实际煤耗函数的现状,提出了一种兼顾节能减排的竞价交易模式。该模式根据CO2排放函数计算出各机组单位电能CO2排放量和所有机组平均单位电能CO2排放量,以两者的比值作为修正因子来修正报价,以修正后的报价作为调度依据。算例分析表明,该模式不仅有效控制了能耗和CO2排放,而且可优先调度采用先进减排技术的机组。最后分析了碳交易机制的实施对该模式和发电权交易的影响。分析表明,碳交易机制的实施有效促进了发电权交易的发展,降低了发电侧CO2的排放,并进一步促进了所提模式的实施,从而实现了节能减排的社会效益。In view of the fact that the power units in China are mostly coal-fired and the dispatching center is unable to directly obtain the units' coal consumption functions,a new bidding transaction mode that can balance energy saving and emission reduction is proposed.According to the CO2 emission function,CO2 emission per kilowatt-hour of each unit and all units can be calculated for the ratio between the two values to be used as a modifying factor to modify the quoted price,which can be used as the scheduling basis.The mode proposed can not only effectively control energy consumption and CO2 emission,but also guarantee the priority of the units using advanced discharge reduction technology to be scheduled.Finally the effect of the implementation of emission trading scheme(ETS) on generation right trade and the mode is analyzed.The analysis results show that the implementation of ETS can effectively promote the development of generation right trade and reduce CO2 emission on the generation side while further pushing ahead the implementation of the mode to realize the social benefits of energy saving and emission reduction.
