摘　　要：指出当前制约小城镇建设的土地机制矛盾,并分析了其深层因素,并基于江苏小城镇的实践案例,进行了关于土地机制的创新对策和价值伦理讨论,以期找寻出实现有中国特色的土地集约利用的机制性途径。This article points out the main mechanism constraints of the land - use in small towns, and analyzes the underlying factors. Taking the practical case of small towns in Jiangsu province, this article discusses the innovative strategies and value ethics of land mechanism with an expectation to ex- plore the institutional way for the Chinese characteristics inten- sive use of land.
