摘　　要：退耕还林工程是通过私人承包的激励机制来实现林业资源的高效率供给,实现全社会的生态环境改善的目标。采取长期合约期权形式的制度激励,有利于引导退耕农户的行为与国家的退耕还林政策相契合;政府也会由此节约大量的监督费用。制定合理、有效的利益激励机制,引导农户多种植生态林,使农户的理性选择与国家改善自然生态环境的政策导向趋同,是改进和完善退耕还林政策措施应着重考虑的问题。The purpose of grain for green project is to achieve high efficiency of supply of forest resources by personal contract incentives.Grain for green project is also a state campaign to improve the ecological environment of the whole society.Incentive mechanism of long-term contract system will be conducive to make the farmers′ behavior be in accordance with grain for green project.Thus,the government will save a lot of costs of supervision.However,there are lots of questions which should be considered if the government plans to improve and perfect grain for green project.The government should establish a rational and effective incentive mechanism to guide farmers to plant ecological forests,which should make the farmers′ rational choice be in accordance with the national policy to improve natural environment.
