摘　　要：IR作为网络时代现代科学信息学术交流体系的重要途径之一,已成为当今图书情报学领域重要研究内容和建设工作。文章从政策管理和维护的角度对IR建设过程中有碍其可持续发展的因素进行分析研究,包括OA理念、政策支持、质量控制、知识产权、经费维持等。As one of the important approaches of modern scientific information exchange in the network age, institutional repository has become an important researeh topic and practice of library nowadays. From the angle of management and maintenance of policy, this article makes analysis on the factors that obstacle the sustainable development of IR including the concept of OA, policy support, quality control, intellectual property, funds, and etc.
