网络化治理视域下的省部产学研平台构建研究

摘　　要：网络化治理作为新的公共管理模式,决定了政府提供公共服务的模式与机制亦发生重要变革。作为我国科技管理领域的战略性创新,省部产学研平台是区域政府为产学研合作提供科技公共服务的有效载体,是实现国家科技发展战略、促进区域创新体系建设的重要途径。从网络化治理理论的视角探讨并指导省部产学研平台的建设与完善,必须构建多元主体供给模式,加强政府间合作,有效集成合作网络,增强政府网络化治理能力。Governing by network is a new public administration mode,it brings a significant change of the mode and mechanism of public service provided by government.As a strategic innovation in the field of S﹠T management,Province and ministry platform of industry-university-research institute is a effective carrier which provide public sci-tech service for industry,university and research institute cooperation.It is also an important way to realize the science and technology development strategy of our country,promote the construction of regional innovation system.Investigating the construction from the perspective of the theory of governing by network,we must construct the supply model of multiple subjects,strengthen intergovernmental cooperation,integrate the cooperation network,and enhance the government capacity of governing by network.
