摘　　要：社会保障既能解决社会和民生问题,又能保障人权。要保证社会保障制度的科学化,必须努力实现社会保障的法制化,遵循社会保障法制化的人权保障原则、国际法和国内法相结合原则、与经济发展水平相适应原则,这是实现社会保障法制化的重要基础和保证。Social security can solve the social problems and livelihood issues; it can even ensure the human rights. A scientific social security system not only calls for the legislation of social security, but also demands us to obey the following basic principles： the guarantee of human rights, the combination of international and home laws, and the adjustment to the economic development.
