新时期的三大改革对中国体育发展方式改革的影响

摘　　要：在我国社会由生存型阶段向发展型阶段转变的新时期,以经济增长方式转型为主线的经济体制改革为体育发展方式的改革提供了物质基础,以适应社会公共需求转型为主线的社会体制改革为体育发展方式的改革提供了外在趋动力,以政府转型为主线的行政管理体制改革则为体育发展方式的改革提供了制度保障。正是基于此,中国体育发展方式的改革应该把满足人们群众日益增长的体育需求作为根本出发点,完成由粗放型发展向集约型发展的转变,完成由竞技体育优先发展向群众体育、竞技体育全面发展的转变,完成由依靠国家财政拨款带动发展向通过体制创新促进发展的转变。During the new period of our society from survival stage to the development stage,the reform of economic restructuring which takes the reform of economic growth way as the master line has provided the material base for the reform of the sports development way;the reform of society organizational which takes adapting social public demand reforming as the master line provide external hastened strength for the reform of the sports development way;the reform of administrative systems which takes the reform of government as the master line has provided the system safeguard for the reform of the sports development way.Based on this,the China sports development way＇s reform should meet the sports demand which the people populace grow day by day to take the essential starting point,completes the transform from the extension development to the intensive development,completes the transform from giving priority to development by athletics sports to the mass sports,athletics sports full scale development,completes the transform from leads the development by the dependence state financial allocations to the system innovation promotion development.
