摘　　要：冷战初期,杜鲁门政府为了对抗以苏联为首的国际共产主义和推行由其主导的世界秩序,推行了第四点计划。在第四点计划中,美国政府正式将非政府组织纳入其外交轨道,使之成为执行美国外交政策的一条重要渠道,从而服务于美国总体战略目标。在推行第四点计划的过程中,美国政府处理与非政府组织的关系的经验,对于理解今天的全球治理理论有一定的借鉴意义。In the early stages of the Cold War, the Truman Administration issued the Point Four Program as a strategy to combat Soviet-led communism and also to promote an American-led world order. In the Point Four Program, the U.S. government officially integrated NGOs into its tracks of diplomacy, making them an important channel for implementing U.S. foreign policy and serving U.S.'s overall strategic objectives. The experience of handling the relationship with NGOs, which the U.S. government gained through implementation of the Point Four Program, has certain significance for understanding global governance theory in the present day.
