摘　　要：基本属性、公共义务与资源约束成为非政府组织公共责任的逻辑起点,承担公共责任是非政府组织发展的必然选择。当前,我国非政府组织落实公共责任存在着法律、法规、政府规制、社会监督、自律机制等方面的困境。我们应从完善法律框架、加大政府支持力度、强化多元监督、注重内部自律等方面来突破困境。Basic properties,public liability and resource constraints is a logical starting point of NGO＇s public liability.To undertake public liability is an inevitable choice of non-governmental organization＇s development.Currently,China＇s non-governmental organizations impede there public liability has some predicaments,including legal regulations,government regulation,social supervision,self-discipline mechanism and other aspects.We should improve the legal framework,increase government support,strengthen multi-supervision,pay attention to internal self-discipline and other areas to overcome difficulties.
