中共延安时期行政督察专员制度探析

摘　　要：行政督察专员制度是创设于中国近代的一项重要地方制度,在中国共产党延安时期得到了大力推广。延安时期专署的性质、人员配置、机构设置及人事管理都有了成熟的法律和制度依据。特别是在制度建设领域,体现了鲜明的延安特色:在领导体制上,坚持实行中国共产党一元化领导;在行政体制上,坚持首长负责制和民主集中制相结合。在工作方式上,实行上下结合方式。The system of administrative supervisory commissioner which established in 1930s is an important local system in Chinese modern history.In Yan-an period,the system of administrative supervisory commissioner of the Chinese Communist Party had become more completely in the definition of properties,the disposition of person,the establishment of organization and the management of person.The system of administrative supervisory commissioner was enriched and developed which was reflected in the system innovation： The first reflected in the leading system.The system of administrative supervisory commissioner insisted on implementing the leading of CPC.The second reflected in the administrative system.The system of administrative supervisory commissioner insisted on the Leader＇s responsibility system and the democratic centralism.The third reflected in the working way.The system of administrative supervisory commissioner insisted on practicing combine the higher and lower levels.Generally speaking,the system of administrative supervisory commissioner that was pursued and developed completely in Yan-an period had great meanings in striving for the victory of the War of Resistance against Japanese Aggression and new-democratic revolution.
