摘 要:为解决国内石油企业在实施集中采购的过程中摸着石头过河的问题,借鉴总体拥有成本、卡拉杰克矩阵、波特五力模型以及GEM模型等战略管理的原理,根据油气资源的特性,对国外石油公司战略采购管理,从环境条件、上下游一体化和采购模式上分别进行了研究,提出了国内石油企业在组织结构上的改进方案和以总体拥有成本最低为主线的采购策略和业务流程规划。At present, China’s oil enterprises are faced with the sever problems of having no any effective experiences on centralized purchasing and are seeking a way to improve purchasing management level. Aiming at this problem, based on the principles including TCO, Kraljic Matrix, Michael Porter’s Five Forces Model and GEM and so on, combined with features of oil & gas resources, the strategic purchasing management in foreign oil companies are analyzed from environment conditions, upstream-downstream integration and purchasing models. Some improved solutions on organization structure in China’s oil companies, a TCO-optimization-based purchasing strategy and the purchase process planning as well are suggested.
