依托体系医院优势资源提升老干部医疗保障水平的思考

摘　　要：目的探讨干休所依托体系医院优势资源,构建双向互动服务保障模式,提升老干部医疗保障水平,为基层部队卫生服务研究工作提供新的思路和手段。方法通过分析现阶段老干部医疗保障所面临的挑战,提出依托体系医院优势资源,构建医师代职交流互动平台;依托现代网络技术,延伸优势医疗资源服务触角;发挥各级医疗机构能动性,构建急诊合作联动机制等建议。结果双向代职交流互动能使基层与体系医院相互理解、双向促进、共同提高;利用网络延伸服务能方便老干部,有效发挥一线干休所救治职能;构建急诊合作联动机制,可提高医疗资源共享和互补,增强应急情况的紧急处置能力。结论构建体系医院与基层医疗机构双向互动服务保障模式,统筹合用优势资源,可有效改进军队医疗卫生服务工作。Objective To discuss the retired cadres relying on the superiority resources of system hospital to construct the bidirectional interactive service safeguard pattern,to promote the old cadre medical service safeguard level,to provide new train of thought and measures for the study of health service in grass roots army.Methods By analyzing the challenges of medical service safeguard that is faced by the veteran at this stage,relying on proposed system resources of the hospital,advice to build an interactive platform for the exchange of doctors on behalf of the staff;Relying on modern network technology,to extend services antenna;Displaying Medical establishment activity,to build emergency cooperative linkage mechanism.Results Two-way interaction on behalf of the staff can make mutual understanding,mutual promotion and common elevation between primary and superior hospital;Network extension services can facilitate the sevice to veteran cadres,to play effectively the functions of first-line treatment of retired cadres;Construction of emergency co-linkage mechanism can improve the sharing of resources and complementary of health care and enhance its ability to handle emergencies in case of emergency.Conclusion Constructing a two-way interactive health care service support model between primary and superior hospital can improv the military＇s medical and health services with Co-ordinate co-dominant resources.
