摘　　要：我国矿难频发的原因主要是在法律、煤矿管理和制度设计上存在问题,加强并预防矿难应借鉴美国的做法,加强法制教育,树立安全意识并进行监管教育,完善行政首长问责制。The causes of frequent mine-disaster occurrence in China are mainly due to the problems in terms of law and regulatory institutional design of mine.To strengthen and prevent mine disasters we should draw lessons from the practice by the United States,strengthen the legal education,establish the safety awareness,carry out the supervision and education,and improve the chief executive accountability.
