国外公司转变体制机制顺应WTO的启示

摘　　要：为适应乌拉圭多边贸易谈判的约定和转入WTO的需要，90年代初期以来国外国家石油石化公司进行了一系列的体制机制改革。作为增强企业竞争力的手段，各公司采取了资产重组，股票上市等方法；作为抢占市场的手段，各公司采取了控制资源、掌握油品市场主导权和发展合资合作经营的方法。企业内部灵活高效的管理体制以及政府的宏观调控也为企业的生存与发展起到了保驾护航的作用。For the need of fitting in the agreement of Uruguay multilateral trading negotiation and entering into WTO, overseas national oil and petrochemical companies proceed a series of reform of the system and mechanism in the early of the nineties. For strengthening the enterprises’ competitiveness, these companies took the measures such as capital reorganization and going public; for the race to control market, these companies utilized the means of controlling resources, leading market of oil product and developing methods of joint venture and cooperative operation. The flexible and effective management system inner enterprises and the government’s macro-adjustment and macro-controlling also have the function of escort for the existence and development of enterprises.
