整合、做强第三方物流的思路和政策研究

摘　　要：河北省第三方物流存在的突出问题为:多而不聚、大而不强、乱而无序、散而未联、全而不专,稳而未捷。产生这些问题有体制和观念等方面的原因。解决的对策是建立公平、公正、竞争的市场环境;完善发展第三方物流的政策体系;下大力气整合全省物流资源;新建项目实行物流业务剥离;金融机构跟第三方物流共建供应链;海关、工商等部门职能服务下伸;对高资质第三方物流企业在征地、税收等方面享受优惠;下真功夫构建现代物流信息平台。There exist prominent problems of third-party logistics in Hebei,such as more and not to get together,big but not strong,disorderly and scattered without relevance,full and not profession,stability and not nimble.The reasons producing these problems include system,concept and other aspects.The countermeasures include to establish a fair,fair and competitive market environment;complete policy system to develop the third party logistics;integrate the logistics resources;strip the logistics business of the new projects;construct the logistics supply chain of financial institutions together with the third party;stretched downwards functions services of customs,and industry and commerce department;supply the preferential privilege to third party logistics enterprise of high qualification in aspects of land requisition and tax revenue;and construct the modern logistics information platform.
