摘　　要：介绍了综合安全评估（FormalSafetyAssessment，简称FSA）的概念和特点，通过分析现今具体规定式规范与基于风险的目标设定式规范，阐述了FSA技术的应用发展趋势及其对船舶规范发展的影响。The concept and features of Formal Safety Assessment (FSA) is presented. According to the analysis of current prescriptive rules and risk-based target setling rules,the influence of the FSA application on the development of ship's rules is described.
