摘　　要：介绍了ＩＴＳ的概念和中国ＩＴＳ发展的现状，讨论了智能收费系统设计、实施中需要注意的一些问题和解决思路。This paper introduces the concept of ITS and the development profile of ITS in China,discusses some problem which need considering in the design and implement of electronic toll collection.The technique of solved problem is also proposed in this paper.
