摘　　要：文章调查研究了黑龙江省两个市县新型农村合作医疗和城镇居民医疗保险统一管理的两种经办模式,从运行方案、主管方式和运行效果等方面进行比较,分析基金筹集、基金使用、门诊及住院补偿、资金流向和住院率等方面的差异,分析了由卫生部门主管的一些明显优势,并提出城乡居民医疗保险统筹过程中"三方受益"的基本原则。The paper does research on different administrative patterns in integrated urban residents and rural residents medical insurance system in two towns of Heilongjiang Province,compares the insurance schedule,executive ownership,operational effectiveness,and concretely analyzes the discrepancy in fund raising,fund using,outpatient and inpatient compensations,patient flows and hospitalization rates,etc,thus,comes to the conclusion that,under the management of health sector,there are some obvious advantages,and clarifies ＂all benefit＂ as the basic guiding principal while integrating the new rural cooperative medical care and the medical insurance for urban residents.
