摘　　要：清洁生产能较好解决资源短缺和环境污染两大困境。清洁生产技术是具有正外部性的准公共产品,它的模仿和扩散能够带来社会福利的极大改善。政府强制性管制政策和措施由于高成本和低灵活性受到限制和批评。而行业协会拥有信息充分和集体行动效率等比较优势,可实现环境绩效和行业发展的双赢。论文首先对清洁生产技术进行经济学分析,厘清行业协会在清洁生产技术创新扩散的比较优势;并分析政府环境治理的部分职能向行业协会转移的重要性;最后以温州合成革行业为例,检验行业协会参与自愿性环境治理在中国情景下的可行性。由行业协会参与作为自愿性环境政策工具的温州经验具有广泛的借鉴意义。As a partly exterior public product, cleaner production can resolve problems of resources lacking and environmental pollution. And its imitation and pervasion can improve enormously social welfare. Because of their high cost and low flexibility in environment protection, government policies of mandatory regulation are always be criticized. While industry association has enough information and its collective action is efficient, it may achieve win -win in environment and industrial development. This paper includes three parts. Firstly, it analyzes cleaner production technology from an economic perspective, and clarifies the comparative advantage of industry association in cleaner technology innovation diffusing. Secondly, this paper testifies the importance of shitting some environmental governance function from government to industry association. Finally, taking synthetic leather industry in Wenzhou as an example, this paper proves that industry association involving in voluntary environmental governance is feasible in China. Therefore, Wenzhou experience which industry association involves in voluntary environmental governance is significant and deserves generalized.
