摘　　要：为了完善高校科研经费投入制度,提高高校的自主创新能力和高层次人才培养能力,中央财政设立中央高校基本科研业务费专项资金,予以中央高校稳定支持和自主支配。目前关于竞争性支持下的科研项目管理模式已有大量研究,但针对高校稳定性支持及竞争性支持结合的管理模式缺乏系统研究。以暨南大学为例,分析基本科研业务费的管理模式并探讨管理实践中遇到的问题,为基本科研业务费管理模式的探索与完善提供理论支持和经验依据。The Department of finance in the central government established the Fundamental Research Funds for the central universities which supply the central universities sustainable support and allow them distribute with autonomy, aiming at improve the university scientific research expenditure systems and advance universities＇ capabilities to innovate inde- pendently and foster top - tier talents. There are a variety of studies on the management modes of scientific research pro- jects by competitive supporting; however, systematical research on the management mode of sustainable support is sparse. Taking Jinan University as an example ~ the article analyzes the management mode of the Fundamental Research Funds for central universities and examines problems faced in practices, which provide theoretical underpinnings and empirical evidences for the exploration and improvement of the management mode.
