摘　　要：目前,学术界关于基本公共服务均等化问题的研究多是从区域间、城乡间、不同社会群体间、各类基本服务间四个角度论述发展不平衡,基于主体功能区视角研究基本公共服务问题的学术文献很少。文章研究了主体功能区间基本公共服务均等化问题,探讨如何发挥公共财政政策的引导作用,通过完善财政转移支付制度以实现基本公共服务均等化。Currently, the study on the problem of equalization of basic public services, are mostly from the perspective of uneveness among areas, the urban and rural areas, different social groups, all kinds of basic services. However, based on the perspective of basic public services among the main functional areas, academic literature issues are little. This paper studies how to guide the public fiscal policy to realise the equalization of basic public services, and to improve the fiscal transfer payment system for that.
