摘　　要：本文从中国燃气行业改革的初始条件和动因两个方面入手,包括国内和国际两个层面的介绍,对中国燃气行业改革的背景情况做了系统的研究。认为企业效率、产权、竞争、价格等多方面国内因素和国际上燃气行业改革的经验基础构成了中国燃气行业改革的初始条件。改革成功经验,政府、企业和消费者三个层面对改革的需要,以及改革进程本身的需要等因素构成了中国燃气行业改革的动因。With the analysis on initial conditions and motivations of China＇s gas industry in domestic and international levels, the background of the reform of China＇s gas industry is studied systematically. The business efficiency, property rights, competition, price, and many other domestic factors and international experience in gas industry reform constitute the initial conditions of the reform; successful experience in reform, the needs of government, businesses and consumers for reform, and the need for the reform process itself constitute the motivations of the reform of China＇s gas industry.
