摘　　要：2010年12月17日日本新《防卫计划大纲》正式公布,大纲一出台就引来多方关注。作为指导日本国家安全政策和自卫队建设的纲领性文件,新大纲的新特点预示着日本今后10年防卫政策的转型方向,大纲针对中国意图明显,对我国家安全产生重要影响,我应冷静观察、积极应对。With Japan＇s formal announcement of the new National Defense Program Outline on December 17,2010,it has become the focus of attention from all concerned. As the seminal document to guide Japan＇s national defense policy and the construction of self-defense forces,the new outline features a transformation of defense policy in the following decade. The outline aims at China in a clear way and will influence Chinese national security immensely. We should have to observe it closely and take corresponding measures.
