摘　　要：在深入广泛调研的基础上,主要阐述了人为损坏通信光缆线路及其设施的2种行为方式和行为原因、蓄意破坏和过失损坏造成的严重经济损失和社会后果、电信运营商线路维护部门所采取的应对措施和效果,以及急需制订《电信法》的依据。Based on the wide and deep investigation,it describes 2 behavior ways on damaging optical cable and accessories as well as the reasons,the severe economic loss and social result by sabotage and chance-damage,the countermeasures adopted by the telecom maintenance staff and its effects,as well as the reasons on the urgent demand for Telecommunications Law
