摘　　要：FIDIC管理模型在世界已运用多年,然而个别内容不是很适合中国国情。通过多年的研究探索实践,发现了中国高速公路建设期业主项目管理的一些规律,进而提出精细化管理EMTS创新模型,说明了该模型的概念、手段、发展趋势、实施步骤等,继而提出精细化管理内容及达标参考标准。通过实体项目实践证明:三大控制和综合管理均上台阶,经济、生态和社会效益十分明显,并具有较好的可操作性。FIDIC management model has been used around the world for many years,but some of contents are not applicable to the national conditions of China.Through years of exploration and practice,this paper shows some laws of the owners of China＇s project management during expressway construction.Furthermore it explores EMTS elaboration management model whose concept,measures,development regulations,steps,etc were illustrated,and then proposes the reference standard of elaboration management contents.The body practice certifies that three-control and intergraded management is not only effective,but also profound on getting the economic、ecological and social benefit,meantime the model is highly maneuverable.
