摘　　要：针对国家关于鼓励社会资本举办医疗机构的政策实施,文章分析了当前在投资、准入、人才、医保等方面制约社会办医的因素,提出了"专、精、优"的准入原则;同时,建议在明确政府和市场的责任边界后,充分放开社会资本办医的区域和领域;并优化民营医疗机构用人环境,解除医保定点障碍。To take advice for implementing the policy of encouraging and guiding social capital set up medical institutions. The paper analyzed the factors such as investment, human resources, health insurance which handicap the development of non-public medical institutions at present. The conclusions were been made that the large scale, high technology and professional access should been encouraged, moreover, the whole area and region should been full released base on the definition between government and market. Finally, improving the personnel use environments and eliminating the barrier of health insurance limited of private medical institutions are all proper ways in carrying out the policy.
