论旅游业发展与政府主导之间的关系

摘　　要：政府主导是江苏旅游发展的动力源。目前江苏旅游行政部门的行为还受制于现行的旅游管理体制,职能相对较弱,并呈现出较强的部门利益倾向,这在一定程度上制约了旅游业的发展。江苏旅游的政府主导政策应结合行业发展的具体实际,从内涵、构成要素、核心理念等方面着手,在坚持基本原则的前提下,改革旅游管理体制,从制度创新的角度规范政府行为,有效推进江苏旅游业的发展。Government leadership is the power that drives tourism development of Jiangsu Province. At present, the activities of Jiangsu tourism administration departments are still subject to the present tourism administration system. Their function is relatively weak and show relatively strong department interest oriented tendency. This restrains tourism development to some extent. The government leadership policy of Jiangsu tourism industry shall take the concrete conditions of industrial development into consideration, and set about from the connotation, components, key concepts, etc. On the premises of sticking to the basic principles, the tourism administration mechanism shall be reformed and government activities shall be standardized from mechanism innovation aspect and effectively promote Jiangsu tourism industrial development.
