摘　　要：通过分析明斯克总体规划中旅游业发展规划编制的特点,提出了对城市旅游潜力进行评估的标准,并对旅游区、旅游综合体和旅游规划及发展战略的基本原则、游客流量的预测等进行了阐述。研究了旅游区域的交通保障,旅游区、旅游综合体和旅游线路个性化形象的形成,以及在旅游区域建立安全、舒适和生态友好型环境等一系列问题,并对郊区旅游潜力的利用提出建议。This essay will explain the standard for measuring tourist potentiality in a city and discuss the basic principles of planning and developing strategy in a tourist area and a tourism complex and the prediction of the amount of tourists by analysing the features of tourism development planning in the whole planning for city Minsk.Besides,this essay will also study traffic support in tourist areas,the formation of particular tourist lines,tourist areas and tourist complex.Furthermore,this essay will research the issues of building a safe,comfortable and economy friendly environment and offer suggestions for utilizing the potentiality of suburb tourism.
