摘　　要：笔者从经济建设基础、投资来源和产业结构三方面,比较美国西部战时动员和中国三线建设,指出两者基础不同、投资主体相同、产业重点不同,并认为一国相对落后地区经济开发的主要动力应来自政府,"外推力"持续与否决定建设成果能否持续。This paper compares the wartime economic mobilization in American West and China＇s Third Line constructions,discussing their developmental bases,investors and industrial structures and concludes that the major impetus for underdeveloped regions development should come outside and the sustainability of ＂outside impetus＂ decides whether the development can persist.
