摘　　要：建立了国防预研项目立项评价的指标体系和等级标准,根据国防预研项目立项评价的特点,提出将多元联系数引入国防预研项目立项评价的研究思路,并给出了利用5元联系数进行国防预研项目评价的具体步骤。实证分析表明,该方法不但可以为国防预研项目管理提供量化的决策依据,而且方法思路清晰,实用性较强。The paper gives index system and grade level based on which selection evaluation of defense pre--research project is evaluated. According to characteristics of the evaluation, multivariate connection number is introduced into the process of selection evaluation of defense pre--research project. Steps using connection number to evaluate projects are also presented. A case study shows that the above method can not only provide decision makers quantitative evaluation results, but also it is comprehensible and convenient to practical application.
