摘　　要：社区管理一直都是社会管理的重要议题。本文从公共管理的学科视角出发,在多元共治的框架范围内对社区管理的三大参与主体进行了分析。文章分为四个部分:第一部分分析了业主委员会的基本情况和困境,第二部分对物业管理公司在运行中存在的主要问题进行了剖析,第三部分分析了居委会的管理困境,最后一部分则从多元共治理论出发,对三大主体困境的化解之道进行了探析。Community management has been the important topic of social management.Three participation subjects in the framework of community management from the perspective of public management is discussed in this paper.This paper is divided into four parts,focused on the analysis of the basic situation and dilemma of owner committee,the main problems in the operation of a property management company,the management problems of residents committee,and the solution to the dilemma of the three subjects from the theory of synergic governance of multiplicity.
